The College of Winterhold is one of the 4 factions in Skyrim. They are the equivalent of the Mages' guild in Oblivion, located slightly north of Winterhold. Winterhold can be reached by using the wagon in front of any Hold's stables, the first one you should encounter is the Whiterun one.

You can gain a +25 boost to magicka from the Shrine of Julianos in the Temple of the Divines in Solitude (it lasts 8 hours so you can just fast-travel there and back). Also Faralda will sell any spell she asks you to perform.

Both of the above CCs weren't working so I took a look at the quest steps and used "setstage MG01 30" instead and that worked. FYI
