"coc SolitudeOrigin" will teleport you to Solitude. Koyd & co and will be running around.

Keyboard (not controller) commands would be preferable here. Especially considering this is a PC port.

Another way to do this is when you get the quest to go and see the Greybeards, go to Ivarstead which is at the foot of the mountain needed to go up to the Greybeards. Talk to a guy called Klimmek who you get a misc objective for to take the bag of supplies to the top of the mountain and put them in the chest.
