So JamP0und32's solution is a great way to do it, but if your like me and don't feel like crafting the gear and having the right enchanting levels and potions and what not, save this for last. So on to how I did it relatively similar:
>Finish the Dragonborn DLC where we will be looking for a specific black book.
NOTE: You will need 11k gold, but by this time if you finished mostly everything else should have well enough.
>Go South East of Raven Rock to Kolbjorn Barrow

>Talk to Ralis Sedarys at Kolbjorn Barrow to start the Unearthed Quest.
>First time you talk to Ralis Sedarys, he will ask for 1000 gold to get some miners. You must then wait 4 days. What I did was just go back to Raven Rock and wait 4 days. A courier should show up to deliver a message to continue the quest. If he doesnt show up, just fast travel somewhere then back to load him in.
>When you visit, you'll discover all the miners are dead and there is a draugr problem. Once they are all cleared out, Ralis will ask for 2000 gold this time.
Essentially you do this 4 times each with a unique problem, first is 1000, then 2000, then 3000, then 5000.
>After waiting 4 days after paying 5000 gold, you'll follow the marker down to a deeper part of the ruins where a dragon priest will raise and must be defeated. After defeating him you have access to the Black Book: Filament and Filigree.
>When done with the Black Book, take the Secret of Arcana power which will allow you to use spells for no mana cost for 30 seconds.
>Head to Redwater Den where you can find a Spell Tome: Telekinesis in a cell with a dead NPC.

>Now you got everything you need. Head to Windhelm or Markarth and keep fast traveling to each location when using the spell to go straight to lvl 100 Alteration. Drop an item down, (I used Clay, anything in Misc inventory should do fine) and equip Telekinesis on either

. Equip Secret of Arcana and press 
. Use the telekinesis ability and then go to your map and fast travel to opposite city across the map. Now wait 4 hours and repeat the steps until you are at a desired level!

Edit: I should note that I hit level 78 and went to all the dragon peaks / dragon symbols on the map to find a legendary. I ultimately found mine though in Arcwind Point

This is a fantastic and easy way to do this, just to note that you have to wait 24 hours not 4 to be able to use Secret of arcana again, and remember to make your alteration skill legendary (respec) after fast travelling as I was forgetting to do this and wondering why I wasn't levelling up !! Big thumbs up from me

To have a legendary dragon spawning you need to be at least level 78, people have said they had them spawn at as low as 72 but it seems consistent at 78. If you are already at said level, skip to the bottom to see where to go to get one nearly every time.
This method is complicated if going for it straight out of the gate but if you've played the game for a bit you'll most likely have most of these steps done.
There are a number of ways to level up in this game but the easiest in my book is to abuse the Telekinesis spell. In essence you use the spell on an item then fast travel across the map, but first you need unlimited magica or a way to make the spell free. We will be doing the latter.
Firstly you will need to obtain the spell. An easy way to get it is to find it in Redwater Den.
It is found in one of the cells near a dead npc. If you can't be bothered to go there you can buy it from Tolfdir at the College of Winterhold. You will need an Alteration of 40 to do so. If you need to get that you can use the spell Candlelight or Magelight ( bought from most spell retailers. the guy in Dragonsreach for example ) Then use it until your magica runs out then wait an hour and repeat.
Next you will need to make your Alterations spells free. To do this you can enchant your items with Fortify Alteration. To get this you need to disenchant an item that has it. You can get this from a random loot drop or get it from the invisible chest in Dawnstar. Dawnstar chest shown here:

Next you will need to get your enchanting skill high enough to be able to create a 20% Alteration Fortification enchantment. There are many method of doing this, using the above chest you can get lots of iron and keep crafting Iron daggers and enchanting them. Around 70-80 should be enough, if you have an enchanters potion that will temporarily give you a small boost.
Once you have that you're almost there. Now you can enchant 5 items with that giving you a 100% discount. Now there are only 5 items you can craft with this enchantment and they are as follows: Any ring, any necklace, any chest armour, any circlet and a Falmer Helmet. If you don't have a circlet it is a random loot spawn or you can buy it from Radiant Raiment near the main gate inside Solitude. The other one you need is a Falmer helmet, this is because you can wear this over a circlet unlike other helmets. It is a random loot or you can get a guaranteed one from Alftand Animonculory, which is the second area ( I believe ) inside Alftand. You go to Alftand as part of the quest Discerning the Transmundane. for Septimus Signus. Located here:

Go to Markarth or Windhelm and drop an item, any small item will do.( FullMoonBeaver states "Right, tried this again, but I fast traveled between Markarth and Winterhold instead. This worked for me, so try this if With dhelm isn't far enough for you." Now cast your Telekinesis spell on it and open up the map while casting, travel to the opposite city from above. Your alteration will be 100, make it legendary and repeat until you feel like you're a high enough level.

Just reach level 78 and then make a savegame and fast travel to one of the Dragon lairs

According to the Legendary edition guide for the re release the lowest level Legendary Dragobs begin to spawn is level 57.

Just a heads up in case anyone has the same issue I had.
I reached level 78 playing on Expert and fast travelled to dragon spawn locations and still couldn't get a Legendary dragon to appear.
If this happens what worked for me was turning my difficulty up to Legendary and fast travelling again to a dragon location and finally a Legendary dragon appeared. Then you can turn your difficulty down for an easier kill once it's spawned if the dragon gives you a hard time
