How to unlock the Proud Parent achievement in The Elder Scrolls V: Skyrim Special Edition - Definitive Guide
To be eligible to adopt a child, you must acquire either a house with a child's bedroom or a homestead furnished with a bed and a chest. This solution will follow the former method of purchasing a house.
This achievement can be easily obtained in Whiterun. Upon completion of the "Bleak Falls Barrow" quest you are given the opportunity to purchase Breezehome from the Jarl's assistant, Proventus Aveniccia. After purchasing the house, Proventus will also sell you furnishings for it including the child's bedroom for 500 gold which you must purchase for this achievement. Breezehome will cost 5,000 gold and is located next to the Blacksmith.
After acquiring Breezehome and furnishing it with a child's room, head to the big tree in Whiterun. Sitting on a bench by the big tree is Lucia, a young girl who is begging for gold. Give her a gold piece and ask her why she's begging, after which you will get the option to adopt her. Do so and head back to Breezehome where she will be waiting for you.
Talk to her again and the achievement should pop.
Also keep in mind that Breezehome has enough beds for 2 children so you may adopt another child in addition to Lucia, if you wish, but only one child is needed for the achievement.
Here are a few more children who are also available for adoption that can be found in other cities:
Alesan – In Dawnstar near the mines (Boy).
Blaise – Just outside Solitude at Katla's Farm (Boy).
Sofie – In Windhelm, Gray Quarter (Girl).
Also by giving a gift or gold (any amount) to your adopted child you will gain The Gift of Charity which will increase Speech by 10 points for one hour.
Good luck and enjoy being a parent .

I've bought the house a while ago and gone back for the furiniahinga and it's not an option. How do I get him to sell me them?

To buy from Proventus Aveniccia is also tied to time/location, if you are going to him at night he will not allow you to buy the upgrades. However return to the main hall at about ten am. He should allow you do get the upgrades for your house, I hope this helps!

I agree with Rainleaf, Whiterun is the easiest and first available place to adopt. If you want a second child, or just a different one than Lucia, here are some more children available to adopt on the spot*.
Alesan - Dawnstar
Blaise - Solitude
Francois Beaufort - Honorhall Orphanage - Riften
Lucia - Whiterun
Runa Fair-Shield - Riften
Hroar - Riften
Samuel - Riften
Sofie - Windhelm
*There are several other children available for adoption if their parents are killed.

Once you own a house you are able to adopt a child and have them move into that house as long as there's a children's bedroom for them. Select a child you wish to adopt and this achievement will unlock. You can only adopt 2 children.
For this achievement, you need to first purchase a house (see Citizen (10G) for info on that), and then furnish it with a Child's Bedroom. That can be purchased from Proventus Avenicci as well for only 250 gold. Once you have that setup, you'll need to find someone to adopt. You can quickly do this by inputting "player.moveto 03004031" to warp to Sofie. Offer to adopt her and the achievement will unlock.

In order to adopt a child, you will need a home. After repelling the dragon's attack on Whiterun, you will become a thane and will be able to buy a house in Whiterun for 5 thousand gold. In Windhelm, a girl selling flowers wanders the streets - you can adopt her. Or go to Riften and adopt one of the children in a home for street children (but only after you kill the owner of the establishment, Grelod the Good, during your entry into the Dark Brotherhood).

Regarding the House of Warm Winds in Whiterun. To adopt a child, you need to turn your wonderful alchemical laboratory into a children's room. This is done like any home upgrade at Proventus Avenicci in Dragonsreach.

First, you will need to acquire real estate. Either one of the houses you built, or a house bought from the Jarl of Whiterun, will do. A prerequisite is that home tuning is required in the form of an extension to the children's room. After this, you can, in dialogue mode with children on the streets of Whiterun, offer them to adopt them.
