To start this you have to progress through the main quest a bit until after you are tasked to fetch the horn of Jurgen and then the cultists should attack you at some point (For some reason they only ever appear in White run for me)
After you arrive in Solstheim you'll soon find out about Miraak if you turn around you should see a temple of sorts go over there and there's an NPC watching other people building, if you talk to him, they will direct you to the temple of Miraak.
Go there and speak to Frea, she will tell you to find a way into the temple, once the steps open go down into the temple and move through the temple killing the Dragur and cultists. After a little while you will come to a room with the "Dragon Aspect" shout and on one of the Dragur you should find a key.
There is a door in one of the coffins go through it and you'll find the first "black book" read it an watch the cutscene, the Achievement should pop after this.
