This is done in Act 7, after you've entered the museum. You'll go through a room of evil bots, and then you'll come to a room that has a huge Earth and Moon in it. In the same room will be a gift shop. On the back of one of the shelves will be a pile of small hats. Interact with them for the hat achievement. You can also put glasses on the entropy device, instead of the hat, if you wish.

Youll head through the Entropy Museum in this act, and go through an action sequence of needing to destroy entropy bots that are shooting at you. After destroying them all, you'll head down a long staircase to the exit. Next to the exit is a gift shop. Head to the back of the gift shop and around the back side of the shelves to find hats and sunglasses on the backside of the shelves. Interact with the hat to pick it up and unlock this achievement.
