The instructions to successfully activate the rocket are located at two locations directly behind the roll call area of the level. On either end of the wall will be a small poster in which if you stand in front of the text 'Important Notice' will appear. Simply press 
to interact with the instructions and read them. Once you have done this the trophy will unlock. The below image shows the location of the instructions behind the roll call area.
