The presents are the third item placed on the tree required to escape the level. In order to craft them, you will need Wood Joystick + Sticky Tape + Wrapping Paper.
Wood joysticks can be found in the desks of other inmates, your starting desk, etc. It's a fairly common item on this level. To find the other two items, you'll need a Guard Uniform.
The Sticky Tape is found beyond the guard doors on the right side of the room the tree is located, up to the north in a dark room with presents, in a Christmas Tree desk.
The Wrapping Paper is located in the building East of the Mess Hall and also requires a guard uniform to enter. The Christmas Tree desk is located in the first room you enter in this building, in a corner to the north-east.
Combine all three to get "Presents" and place under the tree.

For me it said I needed a wooden ball not the wooden joystick. The wooden ball needs to be crafted in the toymaker room. You can get in there either by getting the job or acquiring the green key.

I have crafted the presents but I cannot place them since I didn't crafted the fairy lights. So this must be made in order I guess so you can put them under the tree

To make presents you need to craft with the materials wrapping paper, sticky tape and wooden joystick. The wooden joystick can be obtained by stealing from inmates desks. You will need a guard's uniform to get the wrapping paper and sticky tape. Make your way to the offices above the right hand cells (by the showers), put on your guards uniform and enter the office. There is a desk inside with a tree on it which has the wrapping paper inside. To get the sticky tape you need to enter the main building to the north with the Christmas tree, put on your guards uniform, enter Santa's bedroom then go up in to the garage and there is a desk with a tree on it. The sticky tape is in this draw. Once you have the wooden joystick, the wrapping paper, and the sticky tape you can craft some presents. Place these under the tree by pressing
