The trash bag is a new item from The Escape team dlc.
It does not have to be crafted, and is found in cabinets. They are common (usually always in your own room) or sometimes in the rooms at the top.
Once you have one, select Shaun using
, press 
to go to the give menu. Put the trash bag in, press 
to confirm and your achievement will pop.
This will give a big reputation boost for Sean.

The "Trash Bag" is a random item in which you will find many times over in desks throughout the prison. All you need to do is find it and gift it to Sean in order to unlock this trophy. Upon gifting this item to Sean, his Opinion of you will significantly increase, making him your friend. You will likely find this item on a number of occasions as you search desks for other items required for your escape. Remember to keep copies of this item in your desk for escape in order to unlock the Loved Up trophy.
