How to unlock the Tinsel Town achievement in The Escapists - Definitive Guide

To unlock this achievement, you must craft Tinsel and place it on the Christmas Tree in the off limits area north of Role Call. I'm not sure how much of the intelligence stat is required to craft this, as I max out all my stats before I get started on the escape.
In order to craft Tinsel, it requires Glue + Toilet Paper + Glitter. The first two crafting components can be found either in your starting desk or in other inmates desks. To find the glitter, it's found in a desk in the red key room next to the gym in a desk with a Christmas Tree on it. My tactic usually involves making plastic keys for these doors to be on the safe side, but you could just find out which guard has the key, knock him out, move him to the shower, take key, loot desk, return key and be on your merry way.
Either way, craft the Tinsel, place on tree and achievement unlocked!
EDIT: My bad! Totally meant to type gym and not showers. That's what happens when I type up guides at 5am!

The glitter is in the room next to the gym, not the showers. Otherwise great guide.

To make tinsel you need to craft with the materials glitter, toilet roll and glue. The toilet roll and glue can be obtained by stealing from the desks of your fellow inmates. The glitter can be found behind the red key door in the gym area, in a draw marked with a tree emblem. Craft the tinsel and then go and place it on the tree. With the tinsel selected, press
to place it on the tree.
