The liberator is found in the corrupted area (4th area) you meet the first one when you come to a playground area. It can be killed with explosives by them going off by its wheels or my preferred method of firing them into its yellow light and it beaming them up
There is plenty of items nearby to make big explosives. (The purple pods and yellow spikey things for example) it took me roughly 6 to kill it.
My achievement didn’t pop the first time so I reloaded my save and it did the second time. So make sure you save just before (you can’t save between entering playground and killing it)

I killed a liberator over 10 times, but it eventually unlocked. Definitely make sure to save first!

You have to kill a Liberator (the enemy in the 4th biome that forms from a playground – you’ll see what I mean) as part of the storyline but instead of using the unstable body mutation, just use bombs. The rare mixer body mutation should be found in caves/shrines and should be kept active all the time on a family member so you can constantly convert items into bombs. It takes 4-10 small bombs to kill enemies.
