For this you need to spray water onto 3 of the flying Monitor enemies that appear in zones where The Mathematician shows up. They look like black drones with a hand wrapped around them and a yellow monitor for a face.
When you find one spray it with water until it shorts out with a purple electricity effect, then falls to the ground. You can then destroy it if you want, but I don't think this is required for the achievement. I believe all you have to do is knock it out of the air. I had to disable more than 3 to get the achievement to pop, so it may be a little sketchy with registering.

Witnesses are the flying TVs and are very easy to squirt with water. After being squirted they fall down for a few seconds. You might have to do this a few times for it to pop.
