Easiest way to get this is to grab the Crank Handle which will then open all the cells. You will then want to go back to the big area and look for flammable lamps on the ceiling. Shoot one of them when a few enemies are in it's vicinity and it will fall onto the floor, making a small section of the floor set on fire.

If you started on nightmare difficulty like I did you might run into a problem with one dying and the other only getting hurt.
to get around this use your pistol and shoot two guys in the gut twice to bring their health down just enough so the fire will for sure kill them both.

During chapter 9 you'll notice some hanging lamps. Simply lure two or more enemies under it and shoot it and provided they die, you'll get the trophy.
