Weirdly enough I went inside that very room and there was no Red Gel, but I did find some on the train nearby right next to the residual memory.

You have to use green gel to upgrade to an ability next to one that requires red gel. To obtain red gel, in chapter 3, you can go down a hatch inside the car garage you have to enter while doing the side mission. Go down the hatch. You'll come to a hallway with 3 enemies beyond a gate. Go to the left and you'll see a locked door. Enter the code 9676 and inside will be a red gel.
