Best way is to run the Guardian into the traps that slow down time allowing you to shoot her for a few seconds. Another method is to keep running around the fountain in the middle, and using the explosive barrels to your advantage too.

Not Running This Time Guide

This achievement is earned by fighting and killing "The Guardian' in chapter 5 of the game. Overall she is not to difficult, however she is relentless and will cut things apart just to get to you. I recommend coming to this fight with explosive bolts and shock bolts as you can lay out some traps to stagger her or stun her to deal heavy damage.

If you go for this achievement you should reload an Auto-Save and go for this achievement which requires you to not fight her:

It's incredibly easy to earn both this achievement and "Sometimes Fighting Isn't the Answer" on the same playthrough. Just make sure you save your game at the safehouse before approaching city hall so you can reload later. (And actually if you spawn the Guardian and then die, the checkpoint will put you just outside of city hall BEFORE her spawn triggers, so you can run back to the safehouse and create a save point, which IIRC might spare you a bit of extra cutscene on the reload.) I recommend defeating her as part of your "real" gameplay, and have running away be your reload just for the achievement, because there is a ton of ammo/equipment around this area that you can collect at your leisure once she's dead. Personally I didn't find it hard at all to defeat her. It only takes 4 explosive bolts (mine might have had one or two upgrades, so if you've been putting your parts into other weapons it might take 5 bolts or a couple extra shotgun blasts). Hitting her with an explosive bolt will stun her for a second, so you have time to get your next one loaded and run away a bit. Be wary that she can one-hit kill you if you let her get too close, and she runs at you most of the time, so the hardest part will just be keeping enough distance so you can fire your bolts. Don't worry too much about being close to her when the explosion goes off because it does minimal damage to Sebastian...you aren't going to die from a single explosion like you would have in the first game. So if you can get a shot off while she's running at you, do so because the stun from the explosion will also interrupt her attack.

This achievement can be unlocked towards the beginning of chapter 5.

Try to bait the Guardian towards the traps scattered around the area. Get the Guardian close to the red explosive barrels or oil puddles, then shoot the barrels or puddles with your Handgun to do some additional fire/explosive damage. You can also use shock bolts with the Warden Crossbow in order to stun the Guardian and slow it down. Use everything you have at your disposal in order to defeat the Guardian.

After you kill the Guardian, reload an older save. Do not kill the Guardian. Instead, run around to the left side of the City Hall. Destroy the crates and watch out for the explosive traps. Enter the door at the back of the building. This will skip the boss fight and you will unlock the “Sometimes Fighting Isn’t the Answer” achievement.

Chapter 5 Even on Nightmare, the trophy is not particularly difficult. There are a lot of supplies and spilled gasoline at the location. There are also barrels of gasoline, after pushing them you can get another puddle of gasoline. There are also stretch marks that activate time dilation. We take this “miracle” into puddles, set it on fire and shoot it with a shotgun or sniper rifle. If you have electric bolts, you can also use them and gain 3-4 seconds to shoot the boss. In general, there is a lot of room for creativity and saving ammunition, and there will be no difficulties in killing the boss.
