At the end of chapter 7 when you rescue Leslie you will be locked in a room and the Keepers will appear. (They are the big enemies with the safe on their head.) They do keep respawning when you kill them but for this achievement you are only allowed to kill two. You must kill the first one by simply shooting it in the chest and then the path ahead will open.
This will lead you to an area filled with gas, do not kill anymore keepers in this area. Instead, sprint around the corner and use the valve to turn off the gas. Then run into the room ahead of you and use the second valve, another Keeper will spawn. This is the last one you are allowed to kill.
The third valve gets broken off by one of the keepers, run back to the beginning area to collect the spare valve and then turn around and shoot the keeper with a Freeze Bolt to slow him down. Near the end of Chapter 7 there will be a cinematic where Leslie walks out the door, and it locks behind her. At this point a keeper will spawn behind you, and the achievement opportunity begins.
You will need to kill the first keeper that spawns, or else you cannot progress. After killing him, you'll want to go forward into the newly opened door, make your way around the corner and you'll see a valve on a pipe. Interact with it to shut off the toxic gas. As soon as this happens, a new keeper will spawn, but DO NOT kill him, instead run under the water stream into the side room, which will shut the door behind you. In this room, you'll find your 2nd valve, which you will want to shut off. After using this, a short cinematic will start and a new keeper will spawn, which you will need to kill in order to progress. After the door reopens, turn to the left to find the 3rd valve, which will need to be repaired, as well as another keeper which you DO NOT kill. You'll need to run back to the beginning of the area to find the valve handle. Once the keeper follows you into the first room, equip a freeze (or flash) bolt and shoot him. Now quickly sprint to the 3rd valve with the handle, and shut it off before the keeper can make his way back to you! After all 3 valves are turned off, head down the stairs and finish the rest of the level to gain the achievement.

In Chapter 7 a scene will occur where Leslie will walk out and you find yourself locked in a room with an new enemy called the keeper. He has a safe on his head. You can only kill two of them use your sniper rifle into their body to take them down. The first one to kill is right in front of you. After that turn the valve and run out of the door. Another on to kill will spawn in the new section right in front of you again and kill him. Now for the third valve you need the nob, get it on the other side of the level and freeze bolt the keeper. Run to the valve fix it and then turn it and now proceed out of this section and complete the level.

In chapter 7 you'll have to fight the Keepers (big guys carrying large hammers and wearing a safe on their head). To get the trophy, you can only kill two of them. The first one you meet you have to kill to get into the next part of the area (a gas filled series of rooms). Another Keeper will spawn as you turn the first valve you come to. Don't kill him - just evade him and run through the circular vault door behind where he spawns.
There's another valve in the next area which will trigger another Keeper to spawn after a short cutscene. You'll have to kill this one to exit the room.
The next keeper will destroy the next valve you have to turn. Evade him and run down the corridor to the right of where he smashed the valve and turn right at the end. You will see a new valve shining at the end of the corridor. Go and fetch it while staying out of the Keeper's reach. Now follow the room back around to where the broken valve was and replace the wheel. The Keeper will be after you, so shoot him with a freeze bolt from the crossbow if you have one to give you time to turn the valve. If you don't have a freeze bolt, you'll have to lure him as far away as possible and then run back to the valve.
Once the valve-wheel has been fully turned, go down the stairs to the left of the valve and follow the corridor. Once you go through the vault door the Keeper can no longer follow you. Turn left and climb the ladder, fight off the Safe that attacks you and a cutscene will play out and you should get the trophy.
I got this quite easily playing on Survival, and got it purely because I had little ammo (a couple of harpoon bolts, a fire bolt, one explosive bolt, one shotgun shell - although I found two more in the second valve room - and about six pistol rounds) when starting the section and evasion was the best means of survival. You can make more bolts by defusing the traps the Keepers lay on the floor and using the parts.

This achievement is rewarded for killing no more than 2 Keepers during chapter 7.
The section will start after freeing Leslie from a cage. He will panic and run locking you in a room. A Keeper will then spawn. This is the first one you can kill. The easiest way to down a keeper is 2 Explosive Bolts. I do not recommend the magnum as you are better off saving the ammo for bosses.
Once you kill that keeper. You can make your way to the first valve. If you are quick enough with your key mashing, you can close this valve before the Keeper reaches you. If you can not, then you can use a Shock Bolt or Ice Bolt to paralyze the Keeper. After that Valve is shut, you run straight into the room with the Circular metal door. You can then close the 2nd Valve which will spawn a Keeper within the room you are in. It will only spawn once the valve is closed. This is the 2nd and last Keeper that you can kill. Once he is dead you can leave the room and head to your left. You will see a Keeper destroy a valve.
Head back to the pathway towards the first room and you will see at the end of the path a Valve on a counter. It will be highlighted in blue and easy to see. Grab that and wait for the Keeper to catch up to you. Once he is near you can freeze him and head towards the first room. If you turn left upon entering room 1, there is a path straight towards the room with the 3rd valve. Simply attach it and close it. Then all you need to do is run to the exit.
