After completing the game without using gel, I had somewhere around 340K gel. I upgraded around 2 or 3 weapons for the 3 weapons achievement, reloaded, upgraded the other weapons and got credit for fully upgrading all weapons :)

I suggest getting this achievement after completing the game on Casual without using any green Gel for the 'It Is What It Is' Achievement.
Upon starting New Game+ I had accumulated over 350,000 Green Gel which I then used on various upgrades. The first available time to upgrade your character is in chapter 2 in the cabin mirror.
You should make a save before doing any upgrades and select them in turn. For example you could get the Guns all done, re-load the checkpoint and do the Stock and then Attributes. Then when you're ready to replay the game pick and choose what you want/need.

With 500k gel I wasn't able to buy all the upgrades... They're very expensive.

There's a little trick to this trophy. What you want to do is save up 19000 green gel, that's all you need. Next make your way to the safe room and save your game. Then to the upgrade chair, upgrade your crossbow to the max level then back out, load your game, then back to the upgrade chair and upgrade the crossbow once again. Rinse and repeat 3 more times and the trophy is yours.

Green Gel is scattered in various locations around each chapter, dropped of some enemies, or obtained while opening lockers in the safe room. Also note that the weapon does not have to be the Agony Crossbow and that the Agony Crossbow is just the cheapest weapon to fully upgrade for the purposes of this exploit.
