Just want to add a few tips myself here -
The most common strategy for this boss is to hide behind the first pillar you get to at the start of the fight, and then snipe his eye until he starts the second phase of the fight.
Phase One tips:
If you don't intend to do the sniping strategy then a good move that you can do at the start of the fight is hit him with a flash bolt, ie the one that stuns, not the one that electrocutes. Aim at the base of his rib cage sticking out in the back, and he will fall to the ground if you hit him just right. This allows you to run up to him, and unload on him.
You can actually shot of his heads at this point, and it seems to do quite a bit of damage. He has the two monster heads in the front, and then I think he has one human body with a head on top and bottom.
Caution! - Once he gets back up you basically will have to go straight to a second stage strategy as he will obviously know where you are. Also beware, after the first stun bolt, the weapon has zero effect on him. Ie once you stun him once, the flash bolt will not work again, and it won't even stun him. Its a one time use.
Moving on to sniping......
The first obvious pointer is that it takes 2-3 shots on casual, 3-4 on survivor, and 4-5 on Akumu assuming you have no upgrades to damage. I have seen a video with a fully upgraded sniper rifle getting him to phase 2 in 2-3 shots on Akumu.
Generic tips you can find in most videos:
1. hit the eye, not the "lashes"
2. shot once and then hide again, don't try to get multiple hits on him, he will usually spot you
3. you can hide behind cars as well, but if he gets too close he swings his eye over the car and sees you, with pillars he can't see you but you have to be positioned correctly, ie on the first pillar you have to move with him and make sure the pillar is always between you and him
4. I don't know if this is generic because most people don't suck as much as me at sniping, but you can miss and stay hidden, in one fight I literally missed him 5 times and he did not find me
5. If you have green gels, max snipe damage and/or critical shots. The sniper can be usefully on most boss fights so its not like you waste the gels only on this fight, the down side is that most bosses are kind of hard to snipe due to the zooming.
My own observations:
1. he has a pattern that he does, of his various movements, I find one instance by far the easiest for even the poorest sniper, he will change between having his eye up high when scanning, and having it low. The low angle is actually the best, but only when his back is turned to you and facing the small room at the beginning of the stage. This is the one position where he never really turns in the direction of the pillar. Its a little hard to shot because his body blocks have of his movements, but there is plenty of time when he swings his eye to the right for you to shot. This will be a slow part of the fight because he only gets into this position once every 3-4 minutes, but be patient.
Below I will link TheSeraphim17 ch 10 akumu w no upgrades video, fast forward to 6:12 in the video to see the position I am talking about (Seraphim mentions it being an awkward loop). Due to him scanning with his eye low, there is no chance of him swinging it around suddenly like when its up high, and he has a much more limited view both in terms of range and scope. The main benefit of this angle is that you can come out much further from the pillar making an easier shot, and also have a lot more time because you don't have to worry about a sudden swing.
2. Even if he spots you and breaks your pillar, you can recover and snipe again. You have to run out of his line of sight, and the hide behind another pillar and you can go back to the pattern. I find the pillar blocked with a car at the end of the "hallway" to be the second best spot. The SUV gives you extra cover in addition to the pillar. Then there is one more pillar in the first part of the room, and I think two more in the back.
Contrary to the above video don't go into the rooms at anything above casual difficulty. You just don't do enough damage to him in the first phase on the higher difficulties so you end up wasting valuable high damage ammo just to get him to phase two, and handgun ammo won't cut it in phase 2 on higher difficulties.
Although, you can snipe from the rooms as well and stay hidden, but I find these to be particularly hard to snipe from and he can detect you a lot more easily.
One interesting thing about his movements if he spots you, he does not charge right away, so if you just start trying to strafe him right when he spots you, you will get hit. What he does is this jump back to line you up and then charges you. So wait until he starts the charge to try to strafe, back up until then.
Phase 2:
1. You need Freeze and or Electric Arrows. Once he changes color, there will be a orangish pink section on his body kind of like RE telling you aim there. In particular the eye. You need to freeze or electrocute when the pink area is facing you. Switch to either sniper, grenade, or explosive bolt and aim for the eye while he is frozen. If you don't you have these or run out go for the shotgun, and I guess worst case scenario handgun.
2. When the eye gets hit, he will normally go down for a few seconds allowing you some precious time to either wail on him some more or get distance.
3. The main thing that I want to caution you on is that he has an instant kill. Even on survivor his damage is so so, the main thing that usually gets you killed is when he corners you, but you can take quite a few hits. But in phase 2, if he rushes you, and you are directly in front of the pink area, he will eat you and kill you instantly. So be careful even if you are using freeze and electric bolts, if he does not go down with your damage, you will basically charge directly into you usually starting the instant kill.
Also make sure to watch the entirety of TheSeraphim17 video because its really good. Just use the angle mentioned if you are having difficulty sniping him normally.

Make sure you have stun/ freeze bolts and a good amount of health. Ammo is placed all across the area if you need some.
Use your bolts at the beginning and unload everything you have on him until he pushes you back to the small room. He will eventually grab you and throw you back out. It will cost a little bit of health but it's not too bad. At this point you should be a few hits away from killing him. There is a second small room on the other side if you need more time.

This is a story related achievement and cant be missed. This is for beating the boss i Chapter 10. It is a big mofo that throws cars at you and breaks your cover so you are never safe. You will want to shoot at the heads until it reveal it's "eye". You will know it once you see it. Once revealed light it up.
There are two rooms you can hide in and grab items. Do not stay there long. The monster will attempt to grab you(Use this time to fire at it. It will back off. At this point run out. If you stay it will grab you on the second attempt and smash you through the wall. It isnt fatal(regular game modes) but it will do damage.

Chapter 10: The Craftman's Tools
The parking garage boss is one that gives people a lot of trouble who are playing blind, however, he is very easy to kill. The pillar you spawn behind will be your best friend for this entire fight. As you spawn in, peak around the corner and shoot the boss's eye that is searching for you at the end of a long tentacle. This will down the boss momentarily. Throw a grenade, shoot your shotgun, or fire an explosive agony bolt at the boss while he is downed and then move behind the pillar to hide again. When the boss gets back up, he will search for you but he wont know exactly where you are. When his tentacle eye comes back out, shoot it again and damage the boss again while he is down. Repeat this process until you reach the phase of the fight in which the boss starts glowing purple.
At this point in the fight, it is a lot easier if you shoot the boss with a freeze agony bolt, and then carefully shoot his exposed eye with your rifle. Depending on how you upgraded your rifle and the difficulty you're playing on, this process could take two to three turns. After you hit his eye enough, the boss will die and you'll unlock the trophy.

Story Achievement (Chapter 10)
A video with approximate tactics, although he noticed me in the end, but I think the principle of a “painless” battle in order to save first aid kits will be clear
The main thing is not to stand still, take a shot, run across while the boss attacks you
