I got this achievement after completing the game on Casual without using any green Gel for the 'It Is What It Is' Achievement.
Upon starting New Game+ I had accumulated over 350,000 Green Gel which I then used on various upgrades. The first available time to upgrade your character is in chapter 2 in the cabin mirror.
You should make a save before doing any upgrades and select them in turn. For example you could get the Guns all done, re-load the checkpoint and do the Stock and then Attributes. Then when you're ready to replay the game pick and choose what you want/need.

Giving my experience with this.
First, I unlocked MY BEST FRIEND upgrading the handgun and rolling back my saved game. Later when I thought I had enough gel, I tried the Crossbow first, because there isn't much to upgrade then went to the shotgun and fell short at the handgun again. Then I tried again, this time with the handgun and fell short. Then, finally having about 150k in gel, I tried again, and upgraded the handgun and POP goes the achievement.
So, in my experience, you have to upgrade 3 weapons, but it appears you do not have to have all three fully upgraded at the same time.
If somebody could confirm that would be great!

Just tested this strategy and can confirm it no longer works. I had two fully upgraded weapons (+attributes and stock maxed) before reloading a save. Upgrading one weapon didn’t net the achievement.
It wasn’t an issue, I had 580K gel from my previous save, so I just spent it all on weapons which was enough to fully upgrade 4 weapons, but not enough for all 5 (I doubt that’s possible without serious grinding). I would have needed a further 60k for that. Got everything on the pistol to level 4 and a couple to level 5.
What matters is this is fairly simple to unlock if you collected gel in your first playthrough. Time consuming to actually upgrade though.

I can confirm that it does not need to be three unique weapons. Simply make a save before completely upgrading your first weapon and then upgrade any weapon to unlock the 'My Best Friend' achievement. Now simply reload your save and completely upgrade the same gun again. Now reload your save again and completely upgrade the same gun again to unlock the 'Power of Three' achievement.
