I had the following documents/permits in my inventory when this unlocked for me:



There are other permits in the game, but it seems like some aren't needed, or perhaps there are extras.

Some permits are given as mission rewards, so you'll get a few just from completing the campaign. The rest can easily be bought.

Each permit can typically be found at multiple locations, but here's a route that worked for me if you need to check for ones you still need. (The only way to check which ones you have is in the shop)

Dunkle:
- Seachantress Token
- Dunkle Permit
- Peteh's Badge

The Imperial Embassy:
- Castellus Permit
- Saldmount Permit
- Mawbridge Permit
- Cleftspire Notice of Service
- Shard Letter of Conduct
- Imperial Trade Permit
- Imperial Harbor Permit (I didn't need this one)
- Writ of the Bounty Hunter (I didn't need this one)

Northgate:
- Royal Writ

Oberon's Reach:
- Badge of Seeking

Sacred Steps:
- Seachantress Sacred Token

Whenever you land at a settlement make sure you see if it has a vendor and purchase all permits from it. Through the course of the story I landed on almost every settlement because the story required me to do so except for these: Imperial Harbor and Caldera Prison. Ensure that you have their permits purchased too. You can pick up any permits you missed after completing the campaign and loading up the first chapter (as it has no restrictions on landing which you do in later chapters due to some factions being hostile to you).
