I can not verify whether you need to win the races or not in order to unlock the option to buy the Falcons due to not playing the game to 100% completion from the start.

My achievement did unlock however once I brought a Falcon from the settlements below

Dunkle
Sarks Hollow
Mawbridge
Imperial Peak
Stargazer

I did not buy multiple from any of these locations and had already completed all the main game, races and discoveries. One from each should equate to 20% progress towards the completion. I hope this helps anyone that was stuck on this as long as I was.

I just started the game, launched the achievement tracker and I've started on 60% I haven't even finished the tutorial yet. Any ideas?

I didn’t have this problem, the tutorial level and the first level may stack as 2 so 40% have you purchased a new falcon from the first city (Dunkle). I think that’s where the first faction is based

Same thing 60% and only finished tutorial and a couple missions. Pretty sure I didn't buy any birds yet

Same here with a few others commenting, I started on 60% progression for some reason. I also checked, when I bought the falcon at Stargazer (and also Sarks Hollow, I'm pretty sure), the progression bar didn't increase any. Will check and update what locations give you the last 40%.

Starting on 60% possibly something they’ve put in post patch to stop the achievement glitching maybe?, I definitely started on 0 but I played it at launch

I just finished the main story. Bought falcons at Imperial Peak and Dunkle. Unlocked the achievement!

When you buy a Falcon the shop then sells the default bird you get in Chapter 2 for only 500 and this counts, my tracker went up from 20% to 60% after buying the second Falcon and then buying the cheap one back.
I only bought the unlockable ones from Dunkle, Sarks Hollow, Mawbridge and Port Remit.

Great tip re buying your original bird back, saves having to buy one of the birds after doing all races. Just to note I got the bird at port remit in chapter 1 just for beating the race. Seems to be the best one in the game by the stats.

The same thing that happened to james bogart happened to me as well. Buying my original bird back counted as progress towards the achievement. The achievement popped when I purchased the 4th bird, after the 4th race along with 1 buy back.

Okay, so I managed to unlock after completing the game. Did chapter select and went back to the Dunkle chapter. Then it seems the two locations that added to the progression from 60% was Mawbridge and Imperial Peak. After I'd been here and bought the falcons from these locations the achievement unlocked.

Unlocked after I bough falcons in:
1) Dunkle (during chapter 1),
(reloaded of chapter 1 after epilogue)
2) Mawbridge
3) Sarsk Hollow,
4) "Mawbridge" from Sark's Hollow (rebuy 500), and
(reloaded of Mancer chapter)
5) Stargazer.
