May be worth noting that you can actually buy and fill all slots with the cheapest 'mutagen' and pop the achievement, then simply resell them all back to the trader for the same price you paid. This works for the weapon achievement also.

You can buy from anyone with mutagen including the first acts base, just change tab to the buying function

Are some of the mutagens permanent? And if so, do they transfer to a new mount if you get a different bird?

Any merchant has mutagens. You can get the trophy at the very beginning, just buy cheap mutagens to fill all the cells.
