Maybe we will find an easier and less requirements method but as of now i will explain the earliest possible chance i found to get this achievement.
Requirments
-You must have your first thunder cage(the first ultimate weapon with unique ability and easy to obtain)
-Reach mastery Rank 9
-50,000 gold
-Reaching Mastery Rank 9 will get you a side quest from the training robot(Descendant Instructor) in Albion south of Alpha location, talking to him will give you a second thunder cage!
-Now take both of them to any workbeanch and press (Enhance unique ability)
-Firat select your (high level) thunder cage followed by the (low level) one and press (Enhance) and the achievement ia yours!

The, Pants, Party
This achievement has a pre-req of Mastery Rank 9. As mentioned in No Hope for the Vulgus (40G) you'll need to have two copies of the same Ultimate tier weapon for this achievement. You should have one Thunder Cage already, and once you hit MR9 you'll get a side-quest to speak to the training robot in Albion who will give you a second copy to perform this function. With your two Thunder Cage weapons on hand, go to a workbench, choose " Enhance Unique Ability" and then select the two weapons, pay a small fee of 50k gold, and voila, achievement unlocked!
