They Overhauled the Defense Spec Ops Missions (Kingston, Echo Swamp, and Fortress Fields) in the 1.1.6 update which was released 10/29/2024 - https://tfd.nexon.com/en/news/2674000. It looks like the Achievement is currently bugged, and not unlocking. They will put out Hotfix 1.1.7 very soon, and hopefully it will be fixed.

"Platform Challenge – Special Operations Task Force Mission Not Clearing.
We have identified that the “Special Operations Task Force” challenge is not clearing as expected after progressing to wave 7 in the “Defend Albion Resource” mission within the Kingston area."
Also, anybody who unlocks the achievement after the update (When it gets fixed), let me know when it unlocks. I will update the guide when I find out the changes! The old way was that It unlocked after wave 7 which was the first milestone. But with the update, the first (every milestone) is now wave 2, with the mission ending after the final wave of 10.
New - 2, 4, 6, 8, 10
Old - 7, 10, 14, 18, 21
Old Guide -
Each zone has a Special Operation Mission, and it will become available when you complete all story missions in the zone. This achievement is for completing the Special Operation "Defend Albion Resources" located in the first zone of the game, "Kingston".
You can start a Special Operation by using the "Special Operation Terminal" in Albion, the one with the yellow globe, which can be found by moving into the center area and turning left. Alternatively, you can teleport into the zone and use its Mission Node. In this case, you can teleport onto the top Battlefield of Kingston, using the Outpost "Grand Square", and it will be the closest node right in front of you.
The Mission will have you defending an objective for multiple waves of increasingly harder enemies that last 2 minutes and the milestone wave that lasts 3 minutes. The Achievement requires 7 waves completed, which is the minimum amount you need to complete the mission. Afterward, you can either leave the mission or continue. If you choose to continue, the mission can go on until waves 10, 14, 18, and 21, which you can leave after each milestone. Don't worry if you happen to lose after continuing, you will still receive the rewards for completing the previous milestone waves of 7, 10, 14, and 18.

Can you do this and the other achievements solo?

@Har Miggido - You have to match up with other players when doing special operations, but it's auto-matchmaking so you won't need to find people yourself. All of the other achievements don't require playing with other people.
But playing with other people can help with completing missions or defeating mobs faster. The only thing that scales with multiple people are the Void Intercept Battles, so less people makes the boss easier.
But if you want to play solo you can toggle it to be private before teleporting into a zone, by pressing the button that says Public on the map screen on the top left. You can also choose to do Void Intercept Battles and infiltrations solo by selecting the private option below public matchmaking.
But playing with other people can help with completing missions or defeating mobs faster. The only thing that scales with multiple people are the Void Intercept Battles, so less people makes the boss easier.

The, Pants, Party
As noted in What Was Always Expected (40G) this is one of the most popular activities in the game. Wave 7 is really no challenge, especially with people aiming to get Level 40 characters here often. The achievement unlock as soon as you complete Wave 7, so even if you continue on and fail at any point, it's no worry. You will find this in the X zone of Kingston, on the X side of the map.
