This achievement has a pre-req of Mastery Rank 6. This unlocks the Reactor Enhancement option from the Workbench in Albion. You'll need at least one Ion Accelerator which can be researched from Anais for a bit of Solenoid, which drops in the Vesper zone. You'll actually get a side-quest after completing the Vesper zone to create an Ion Accelerator, so go ahead and do that (requires a ten minute wait), then use it to upgrade a Blue reactor at the workbench. You'll need more Ion Accelerators if you'd like to upgrade a Purple reactor, and more for each level you want to upgrade it as well.
