This Achievement should be considered story related since the game will hand you the parts you need to build your first Ultimate weapon, Thunder Cage, while you're in the second region, the Sterile Land.
As you progress through missions in this region, you'll occasionally get parts needed to build it and a checklist will appear on your screen letting you see how many parts you still need. As long as you're completing every story mission, which you'll need to do anyway to progress, the components needed to build Thunder Cage will be awarded to you.
Once you have everything you need, take it back to Albion and talk to Magister Anais in the lab. Be aware that after handing over all materials and currency needed to start the research process, you'll have to wait several hours for it to finish...or spend real money to make it complete faster. Either way, the Achievement won't unlock for you until after the research is finished and you return to the lab to claim it.

When you get to Mastery Rank 9 you will get two quests from the Descendant Instructor, one will tell you about Ultimate weapons and send you on a fetch quest for parts, the second is based on making Ultimate weapons more ultimate.. and he gives you one to practice on.

You will automatically obtain the parts for the Thunder Cage ultimate weapon during the story, but the crafting portion of this is an optional sub-quest similar to Bunny for The Sensible Life of Research (10G). Make sure you follow the steps once you get all four components to speak to Anais in Albion, then wait the four hours of research time (or speed it up with a consumable if you want), and then once you collect the weapon you will unlock this achievement.
Note: KEEP THIS WEAPON! You will need two copies of the same Ultimate weapon to unlock Growing Possibility (100G). Keep this in your inventory and then once you hit Mastery Rank 9, you can get a free second copy for that achievement.
