-Talk to Anais which stands to the left of Albion
-Select (Research Request) then (Enhancement Material)
-Make Phase exchanger or Precious phase exchanger(Depending on what's you want to upgrade i explained it below) and wait for the research to complete
-collect it and go to any workbench and select (Weapon Level Transmission)
-First select the (low-level) weapon you want to upgrade followed by the (high level) wepon which you want it's level and press on (Weapon Level Transmission) and the achievement is yours!
Resources Required
It's really depend on what you are upgrading, in the video example i showed the most basic case normal weapon upgraded to higher level normal weapon using only 1 phase exchanger.
*Normal and rare weapons requireds phases exchanger which is crafter using resources called (superalloy) While utimate weapons requires Precious phase exchanger which is crafted by resources called(liquid metal) and you can research them by talking to Anais.
how to get the resources(superalloy and liquid metal) required for making the exchangers? By completing missions and dismantling weapons.
How to dismantle weapons? By going to your weapons, select them using

This achievement has a pre-req of Mastery Rank 3, which unlocks this option from the weapon workbench. To level a weapon up you'll need a Phase Exchanger. Talk to Anais on the right side of Albion from the spawn point and choose "Research Request" then "Enhancement Material" to find the Phase Exchangers. You can make a basic one to upgrade a Blue weapon or you'll need one of the higher rank ones for Purple weapons. Wait 2.5 minutes for the research to complete and collect it, then go to the workbench and select "Weapon Level Transmission" to begin. Choose any weapon, you'll see on that screen what materials are needed to level it up once, which should just be the Phase Exchanger we just researched and another Blue weapon of a higher level to consume. If you want to level it up multiple times, you'll need additional Phase Exchangers, but the achievement just requires a single level, so do that and on to the next!
