How to unlock the Locusta achievement in The Flame in the Flood - Definitive Guide
This should come naturally while going for the other massively time consuming achievements in the game.
Tainted meat is created with uncooked meat + devils puffball
After you find a wolf, run back to the raft. carefully walk out and chuck the tainted meat near the wolf. preferably throw it directly on top of one. it will eat the meat and die. repeat 20 times for the achievement.
Tainted meat is used in the later part of playthroughs because it is the easiest way to kill wolves and consumes the least amount of resources. This holds true because eventually you'll have so much jerky and cooked meat that you'll just end of spoiling the meat instead of using it. I've noticed sometimes tainted meat can be used again if picked up by the player after you kill the wolf with it the first time.
Eventually you'll start encountering 3 wolves at a time which makes this very easy. I finished my campaign playthrough and had killed 10 wolves this way. Seems hards, but in the later end of your playthrough you'll end up doing this a lot.

I second this method. Everything described here had also worked for me including how occasionally the meat would be reusable.

thanks!
If you've been diligent in collecting devil's trumpets when you see them you'll have a fairly easy time with this one.

Tainted Meat And Tainted Bait Both Count, So You Can Use
Raw Meat Or Cooked Meat
+ Devil's Trumpet (Purple Plant)
This Makes A Throwable Bait, That Kills Wolves When They Eat It.
--------------------------------
As Soon As They Start Wobbling (Before They Fall Down) You Can Occasionally Walk Up To Them And Pick Up The Bait Again, And Reuse It!
This Achievement Is Cumulative (You Can Do This Over Multiple Playthroughs)
--------------------------------
Good Luck!

Tainted meat is made by combining Devil’s Trumpet with either Cooked Meat or Raw Meat. Throw them to wolves for a 1-hit kill. Take the meat from the dead wolf to rinse and repeat. The 20 kills count across all playthroughs.

You need to kill the wolves with 20 poisoned baits (meat (raw or cooked + stinking dope)). Can be beaten in endless mode.
