Not sure No 2 is right for this, the achievement popped for me after finding Naevia in the Palace.

It popped for me when Sentilla revealed her name (just thought I'd try). The names I've seen are:

Naevia
Khabash
The Hermit Philosopher
Sentilla

Maybe you need all four?

I don't think anybody knows about the Philosopher so he isn't a missing person, per se.

Definitely incorrect. I think it's Naevia not Hermit as I didn't talk to her = no achievement.

Besides, you have to talk to the Hermit to meet Khabash anyway, so it's likely Naevia, Sentilla, and Khabash.

I'm not far enough to get the achievement but I must be getting close. When I spoke to Naevia it said missing person 1/4 (at the upper left I think).

Naevia - in the palace (we get through the Temple of Dione)
Habash - in the lower dungeon, in the temple of Demeter (to the right of the Bath)
Sentilla - in the upper tank
