Go right until the black-haired girl jumps onto the saw and onto the concrete block. Keep rewinding and forwarding time until the plank breaks from her 'sawing' the wood. The achievement will unlock at this point.

It would be good to add that this is unmissable and comes with natural progression of the level.

This achievement is unlocked in the fourth World in the first level.
As you progress in this level you'll come across a saw and a wood plank. Keep moving time forward and backward until the saw cuts the wood plank in half.
