This is story driven and as you progress through the Cuba location you'll have a green X pointing to were he is hiding on the roof of a building. I took him out in close proximity with a machine gun so he is not too tough.

Towards the end of the story, you’ll be told to go to Cuba and kill Henry Mitchell.

After the Corleone problems in New York are resolved, go to Cuba and "thank" Mitchell for his service to the family. You can do this before you start dealing with other families.
