If you're after this reasonably fast, I'd suggest going for the 3 construction yards once you've completed all the take overs in NYC and arrived in Florida for the first time.
In NYC, take the 2 (of 4) Drug shops (skull and crossbones icon) when you're doing NYC for the first time, it'll save returning to it once you've blown up the compound of Rosato. Make sure you've already captured and still hold the 2 Prostitution rackets. Then once in Florida take the 2 other Drug dens first, then the 3 contstruction sites. Pretty routine and you won't break any real sweat. Just make sure you have an Engineer on your team because you'll need him to cut a fence to gain entry to one of them.
