The achievement description is actually incorrect. You don’t need to complete all sponsor goals, but only 30 out of 39 possible.

I wouldn't say the achievement description is incorrect, rather the achievement is buggy in a good way. Still works as of 06/23/19 and I'd highly suggest anyone looking to play this getting on this sooner rather than later in case a patch does come out. Some of the higher level sponsor challenges are more difficult and time consuming and being able to earn the achievement without doing those will save minimum 5 hours of extra gameplay.

More of an FYI than a solution, this popped for me after getting the "Under Armor" sponsor to LvL 3. I had another sponsor still at lvl 2 and I had previously had one sponsor requirement I met the conditions of that didn't register so could be a pretty buggy achievement. My sponsor levels when the achievement unlocked were.
HB Studios - Level 4 complete
Tattoo Golf - Level 4 complete
Royal & Awesome - Level 3 - 2 of 3 complete
Vice Golf - Level 2 - 2 of 3 complete
Under Armor - Level 3 - 0 of 3 complete

Just unlocked this. It didn't unlock for me at 30 goals completed like it did for some other people. I thought then that maybe AKA Ram Kadyrov might have been onto something above about having to complete the requirements for all sponsor goals whether they were active or not. When I hit the 30 I know that I only hadn't met the requirements for the Vice Golf Level 3 goal of "Place in the top 10 of 3 consecutive PGA TOUR events using Master Clubs" (all other non-completed goal requirements had been met, by my estimation), so I activated Vice Golf Level 3 and completed this goal. However, still the achievement didn't unlock, so I resigned myself to possibly having to complete all of the rest of the goals. It eventually unlocked for me at 36 goals completed. For the record, my final sponsor goal tally at the point of unlock was:

Just some things I've noticed as I've played.
The Players Championship at TPC Sawgrass works wonders for me in obtaining a few hard to come by sponsor challenges and has been my personal "Go-To" course. I play on Very Easy difficulty with Beginner Clubs. When going for the specific "Play multiple rounds", particularly the 4 round sponsor challenges, I've noticed this course is consistent for the following:
Tattoo Golf - L3 - Score an Eagle or better on any hole of a PGA TOUR event
Consistent opportunities for Eagles on Holes, 4, 6, 10, 11, 12 and 15... and I've also got an Ace on Hole 8, but I attribute that one to just being lucky.
Under Armour - L1 - Hit a Par 4 green in a single stroke in a PGA TOUR event
I've met this requirement on Hole 4 (4 times, all 4 rounds), Hole 6 (4 times, all 4 rounds), Hole 10 (3 times, 4 rounds), Hole 12 (4 times, all 4 rounds), and Hole 15 (2 times, 4 rounds) with this hole being tricky as I either just touched the fringe or rolled off the green soon after driving.
... and the easiest challenge:
Vice Golf - L1 - Hit a drive of 300 yards or longer in a PGA TOUR event
Actually you can start any course pretty much, but start off with with "Master Clubs"... Tee off, you should get your 300 on the first hole, if not, at least on the next few holes for sure. Back out, withdraw if you want... change back to Beginner Clubs and go about earning other sponsor challenges.
Note: I've played around with switching clubs from Beginner to Master for the challenges that require Master Clubs, it appears that if you start off with Master Clubs, back out and switch out to Beginner after the first hole it won't make a difference as the entire round still treats the clubs you play with as Master Clubs. I've attempted this a few times with the same results (Playing Hole 1 with Master Clubs, Holes 2-17 with Beginner Clubs and Hole 18 with Master Clubs...) on the flip side, Playing Holes 1-17 with Beginner Clubs and switching to Master Clubs at Hole 18 didn't work or count for me at all.

I was totally in the dark how to do this, since it had been years since I started the game, and I never paid attention to the sponsor goals at first. The following guide really would have helped me.
Where to view the goals:
From the main menu, select PGA TOUR Career. In the next menu, the “PGA TOUR Career Home”, press RB until you get to the Records section. Select Sponsor Goals. Here you can select a sponsor to view the requirements of the sponsor's specific goals. If you'd like to attempt these goals, make it your active sponsor, and go play events until you do. Each sponsor has multiple levels of goals that can be viewed here, and one level must be complete to achieve goals in the next level.
How many you need:
There are 39 possible sponsor goals, and the achievement description makes it sound like you need all of them. But it’s known by the community that in fact you only need to complete 30 sponsor goals.
Tips:
To make it as easy as possible choose the easiest difficulty and use beginner clubs, except for the few goals that require master clubs. To change the difficulty, go to the PGA TOUR Career Home, and RB to Settings, and choose Career Difficulty. To change the club level, press the menu button (commonly known as the start or pause button) on any menu, choose Edit Golfer & Equipment, choose Club Difficulty. I’d advise to pay attention to these while you are going for the other achievements in the game. I neglected to do this, so I basically had to play through every event in the game at least three times.

It is also possible to do it with Beginner Clubs on a course called “The Nomad.” This is the 16th tournament in the PGA TOUR called The Trinity Invitational.
