As with all of the course achievements, you can play on Very Easy and beginner clubs. You can also start at the red pins to shorten the course, and also change the weather settings. Turn off the wind and make it a clear day (unless you like cloudy).
You don't have to do this on the tour. You can play this as a local game with just you playing.
I found turning off the wind makes SUCH a difference. Also be sure to adjust your aim to line it up to the hole.
Summerlin is par 72, so you need to get 12 under.

I believe it is a par 72 course so you will need at least 12 under for the achievement. I played on very easy with beginner clubs and managed to get 18 under.

Forgive me for being an idiot, and I should already know this as I only have 4 achievements left in the game. Is there no way to play local game on very easy? Every time I pull this course I can’t change difficult. Must be done in PGA Tour mode? Then you’re kind of stuck with the wind conditions given. 7 mph is enough to throw my game off.

Yes, you can definitely do this on local mode. All of mine I have gotten this way so far.
