Campgrounds are shown on the map from the outset, being small orange tents (triangles). They will be dull initially but once you interact with them and pay to unlock them their colour will change.
Once unlocked, you can cook at the campground. In addition, your storage can be accessed as well, so you should always be able to prepare food if required. (Your storage is to the left if you are looking directly at your house)
You'll need to unlock all 14 campgrounds in the game for this achievement. Several will be inaccessible initially - you'll have to wait until you've finished the Route A, B and C missions to be able to get to them all. Then it's just a case of running or riding to them all and paying to unlock them.
