You need a lot of money, as in over £2000, to get this achievement. So, I don't think you're able to get it early on, since this game tends to be grindy and so is making money. On the plus side, if you save your game before unlocking this achievement, and reload after, you won't lose any money.
To get Ultimate Dog Lover, save your game and then go to a shrine (the tall stone structures you use for fast travelling) and interact with it. Press the 'DOG offering' about 20 times, more or less. It depends on how far left or right your CAT/DOG meter is on the top left of your screen. When you have the achievement, you can load your save game.
The same goes for the Ultimate Cat Lover achievement.
Ways to earn money are digging up Ancients Fossils and Dinosaur Fangs as a dog after marking spots, and mining gold and diamonds at quarries (you can buy a Pickaxe at McAvoy). These items make you the most money. You can sell them to Thomas Berryman (Grocery & Butcher Shop) or Virginia Yeats (Post Shop/Fancy & Bunny).
