I've learned that each time you order a meal from virtually anywhere in the game. There is a bar that fills up each time you order it. The more expensive the item is the longer it will take to fill the bar. Simply go to any shop and buy the same meal over and over until it that bar fills up and you will "memorize" the recipe by taste.
Rinse and Repeat until you learn 85 recipes. I think there are more than 85 in the game so if you are short on funds start with the cheap ones first. The bar also has food options as well.

The "recipe bar going down" thing is a glitch. I've had it happen to recipes after I learned them.

I personally have also found that the bar going up isn’t necessarily related to the price of the item, but rather the amount of effects it has.
So if an item costs £10 but has 3 effects, it will progress faster than an item that costs £8 with 4 effects.
I believe this is the case anyway.
