This is unlocked by clearing the Gunk Tower in chapter 5. Once you reach the top (don’t worry about trying to clear everything on the way up, just clear a path to the top) there is a device that has 3 things attached that you need to vacuum off. This causes all of the gunk on the tower to clear.

Then descend the outside of the tower. I wasted time trying to open the hatch... which is not the way to proceed!
