You get this for buying a specific piece of concept art.
Go to the main menu, choose Special Features, go to the Bonus Store and then Concept Art.
The piece of artwork you want to buy is called "Dis Best Rock." It's on the bottom row a couple pages to the right and costs $9000. You'll know it's the right one because, well, it's a picture of a rock, and the description text talks about enjoying an achievement once you leave the store.
Buy it, and then back out to the special features menu again, and the achievement will pop.

What do you have to do to make it available. I cant find any for over $1000 so I assume you have to do something to make it available

Hmm. By the time I bought it, I'd finished a few acts but not yet completed the first storyline. And also, obviously, I had at least $9000.

You simply just need to buy the concept art that contains this achievement, nothing else. The concept art is a few pages down and on the bottom row. It is titled "Dis Best Rock." Simply back out of the store and the achievement will unlock.
