This one is a little tricky. You must let the bullet get right in front of you then quickly shoot it. You will most likely get this during natural progression.

This may come naturally, but just in case you haven't earned this I will describe the situation.
When you are in cover and enemies are throwing things at you or shooting you you can target the items they throw or shoot.
What you want to try and do is target a bullet (only the bullet!) and shoot it right before it hits you. This is all about timing. If you are having trouble, try killing all enemies except one so there are less distractions.
