This achievements is story related and cannot be missed.
After finding the Secret Lair in the Dreadworks you will get a quest to save an engineer on the south side of the Dreadworks.
Once you save him, he will give you this quest.
Its a very simple task, simply follow the quest markers on the map and search the electric barriers as you come across them and they will drop the coils for you to pick up. Once you collect them all return to the Engineer in the Secret Lair and this achievement will pop.
