This is easiest done on the story mission when Talbot is raining missiles down on you, when the mission starts, run ALL the way to Spanish Harlem and start by the G Museum(its weird looking half dome building). Then once it's gone due to missile barrage, then just up, climb around each building until the missiles blow them up.
It should take you around 20 minutes depending on how lucky you feel by standing on the roofs of the buildings, but I would recommend just swinging around the sides of the building until it falls then jump to another one.

Master of Disaster is pretty much the most notorious achievement in The Incredible Hulk. The task sounds simple enough: destroy every building in a New York City neighborhood. You're the Hulk! You have city-leveling fists! Unfortunately, the game engine is too poor to handle the scale of such urban destruction. It's not a rare occurrence, it happens to the majority of gamers that attempt it. Usually multiple times.
There is no rhyme or reason to what causes the freezing. It could happen at any point during your rampage. On the first building you destroy or the second to last. Maybe even while you're just relaxing on the sidewalk looking at the billboards. Seriously, the game has a lot of freezing issues in general. I came across a lot of tips from people trying to stack the odds in their favor long enough to get this achievement. Some of them include lowering your console resolution to 480p, trying on a different model console (i.e. Slim or Elite), and using a different save device (i.e. USB drive instead of HDD). None of these made a difference for me.
The most important piece of information, that I'm surprised isn't more prevalent after all these years, especially on achievement sites, is that you don't need the whole neighborhood destroyed at once! Under the Stats -> Destruction section the game keeps track of what percentage of each neighborhood you've destroyed. This will stay saved just the same as other in-game stats. This means that you can demolish part of a neighborhood, save, and come back later to take care of the rest, or just another part.
Tackling the achievement this way it's claimed that you don't even have to destroy each unique building in the neighborhood. You could hypothetically level one block, save and quit, return to level that same block, and repeat until the achievement unlocks. I can't personally verify this but I don't think it's that lackadaisical. After each save I would recommend destroying a different part of the area.
So, when during the game should you attempt this? Some people like to try it right at the start. After completing the Prologue mission at the beginning of the game and first having control in New York you won't gain a wanted level. This means you can go about your rampage without having to worry about enemy interference or dying.
However, since smashing buildings to dust with just your fists is long and tedious I'd still recommend using the story mission Just Take Him Down - Part 2 to make it faster. Talbot's missiles wreck the buildings quickly and they're infinite as long as you ignore the objectives. Either running around the perimeter of the buildings or free running along the rooftops will suffice in getting the target missiles to raze them.
Spanish Harlem is the ideal neighborhood to use. It's the smallest and has the least amount of buildings. And since the game can't even handle this frenzy I can't imagine doing it with a larger area. Spanish Harlem's border runs roughly from the north edge of Central Park down to the Guggenheim Museum and eastward to the edge of the map.
The best course of action is to destroy a couple rows of buildings (either north/south or east/west), use the nearest subway to save, and return to work on the next rows of buildings in suit.
If you're doing this in the Just Take Him Down - Part 2 mission as I suggested, it works a little different. After starting the mission sprint up to the Spanish Harlem area. Destroy a few rows of buildings and then select to 'return to city' from the pause menu. This will place you back at the marker to start the mission. Use the nearest subway to save then return to the mission marker to repeat. Try to pick up where you left off.
I'm not sure if this can be done by replaying Just Take Him Down - Part 2 if you already passed it during story progression. I think it will still work but there are some stats and achievements that don't count during mission replays!
It's also worth noting that I unlocked a feat alongside this achievement. As far as I can tell it's not required for any other achievements, but I haven't completed it yet. Do this on your main save if you're concerned.

I just did this using Spanish Harlem (the long way, manually punching), and I got the achievement when there were still five full blocks standing. So it looks like they gave some wiggle room :)
Also, I have the game installed to my hard drive, and while it slows down and stutters a lot, it never froze once the whole time.

Same as "Apprentice of disaster", just clear out a whole region. Wear comfortable pants, and you must do this in one sitting... buildings regenerate after restarting the console. Stick with Spanish Harlem as it is the narrowest section. If there is a section with less buildings, let me know.
Tips:
- I find it easiest to line up semi-parallel to the base of a building, jumping slightly up and doing a charging punch. If you do it right, the length of the wall will be mostly destroyed.
