How to unlock the Two Heads Aren’t Better Than One achievement in The Incredible Hulk - Definitive Guide
Bi-Beast is slow and there's not much to interfere with your fight. Just keep healing yourself and he should be down in a couple of minutes. As StingX2 mentions he has ranged attacks, which seem to be somewhat more dangerous than his melee attacks, so don't move too far away.
The charged Y attacks work nicely, sometimes you can stun him, but if you get to close he will interrupt you. In the end it was a slug fest for me, hitting him with fast attacks and healing myself along the way.

Bi-Beast is a simple fight and like all Hulk bosses require you to spend a lot of time fighting him. Bi-Beast is weak to charged Y punches when Hulk goes Gamma Green around his arm.
In terms of attacks the Bi-Beast has a energy shield like Hulkbusters, a laser if you run away from him and thats it aside from punches.

This guy comes from completing the main Enclave missions. He can be a little tough, and he has a lightning attack that stuns you (and sets you up for more lightning). The tutorial says to pull out the rage attacks... simply hit him once and do a charged heavy punch to do a thunderclap combo (you must hold it for its entirety to stun him), pound the walls to build rage, and use the full-rage ground pound. It takes away around half of his health and he can't block it. Watch your health, and you should manage.
