I had some issues getting this one to unlock.
I was doing use bag with balloon, then use balloon with bag, but this didn't unlock the achievement.
It only unlocked by using the bag on the balloon twice.

this is what it says in the achievement description: "You filled the sneezing powder from its bag into the balloon. And back again. Wow." So it would make since you had to put it back into the balloon afterwards.

You're missing my point. I tried half a dozen times using the bag on the balloon, followed by balloon on the bag, which does move the powder from one container to the other.
Really it shouldn't matter which item you use on the other one, but I could only get the achievement to pop when using the bag on balloon command twice. Using balloon on the bag, nothing.

Chapter VI: When you obtain the balloon (from Emil's office) and sneezing powder (from the tent), attempt to put one with the other. If the trophy doesn't appear shortly after doing this, refill the bag and try the opposite combination (if you used bag with balloon, try balloon with bag). You won't be using this actual combination in the story, but it is a nice attempt to consider.
