When you make it to the town area just after being de-petrified you will see a wacky stuff store. Inside is a table that has a model of a cable car based on the real one that you need to repair to complete the chapter. Do not interact with the sheet or give the shopkeeper the item he needs that will allow you to take the sheet off. This will avoid the achievement. You also need to fix the wind gauge or cable car won’t start…use the cover from roof of sheering factory

This popped for me once the Conroyist started talking to Laura in the next cut scene, so don't worry if it doesn't pop right away after traveling off in the cable car. I also installed the wind gauge after completing the cable car gears buttons, and it still popped, so I'm not sure it matter what order everything is done in.
