From the dock stairs go straight with the cliff wall to your left side. Keep going until you reach an area with boulders. This hill overlooks the power station area. The trophy should unlock when you enter this area. They are hard to see but there are piles of hats everywhere on the floor here.

Though I did not directly see it myself, head left along the cliff face after climbing the dock stairs. Eventually, you'll come across a hill overlooking a fenced-in generator, and somehow hidden among the darkened shadows will be several hats along with the trophy.
