Since the final round has 4 parts to it, you need at least FOUR players. Though it is probably easier to do with ONLY four. This is how I did it, but you can go about this many ways. If you don't have four human players, just use a combination of devices with their own web browser (smart phones, tablets, laptops, PCs, game consoles, smart TVs, etc).

Assign each player a number 1-4. (I started the game with each player's name tag showing their number.) It doesn't matter how the beginning rounds go, so just get to the Final round.

FINAL ROUND
Drawing 1, have each player draw their number in the upper left corner. Submit. Make sure the one with #1 gets most of the votes.
Drawing 2, have each player draw their number in the upper right corner. Submit. Make sure the one with #2 gets most of the votes.
Drawing 3, have each player draw their number in the lower left corner. Submit. Make sure the one with #3 gets most of the votes.
Drawing 4, have each player draw their number in the lower right corner. Submit. Make sure the one with #4 gets most of the votes.

You would vote for drawing 3 in this case, since it has all 4 players' input.

Now all drawing parts came from four different players. Achievement!

Great guide! I just wanted to confirm you can pop this using the same strategy in a 5+ player game (I just did it). So, if you're following the walkthrough, you can finish all the Civic Doodle achievements in a single game.

For those still wondering how is this, you must vote the paint that have the numbers in the correct order and place every time. Is NOT voting picture 1, next picture 2... until picture 4.
The final picture with the numbers in the correct order and place is:
1 at the upper left.
2 at the upper right.
3 at the bottom left.
4 at the bottom right.

You can get this, Civic Doodle: Civic Doodie, and Civic Doodle: Reelection in the same game. A maximum of 4 Players is required.

The Final Round has 4 different parts that make up one big picture. Each Player must provide a winning drawing to fill 1 of the 4 parts. The drawings are voted on and chosen by other players, so it’s recommended you play this with people you know. Though this will likely unlock by chance since a player cannot vote for his/her own drawing, increasing the chances of a different Players being chosen each time. If the final drawing has all 4 Players contributing to it, the trophy will unlock.
