To get this go to practice using Ralf vs. Seth set Life to 1P-RED & Gauge to MAX then go to Command and input this combo D,DL,L,DL,D,DR,S(R,LK,SK),N[100],D,DR,R,D,DR,R,S(R,LP,SP)[232] then select Check push Seth all the way to the right then hit LT

When does the achievement pop the move makes me tackle him then hit him into the air then kicks him on the way back down but no achievement?

It's not working for me.
I tried 232, 233, and 234.
I tried Practice and Solo Play and nothing is working for me.

I just got this Achievement. I tried 232, 233 and 234 at the end as suggested and it didn't work, however it did work for me when inputing 245 at the end. The last hit has to be done at the precise frame and you'll know if it worked if you see a big explosion animation after the final hit. The Achievement will only pop if you see that explosion indicating the move was done correctly. Every HDTV has different input lag so experiment with the numbers in case the one I recommended doesn't work for you until you get the right timing for the final blow.

This is the last time I mention this because I just got this achievement and 100% in this game. Don't rely on a macro for an easy string of moves!
I did it without a macro and this one was even easier than Clark's Roaring sphere achievement. I am decent at fighting games so everyone should be able to get it with a little practice. This is what I did:
- Go into practice mode with Ralf
- Set power gauge to MAX and life to Red as mentioned in the solution
- Push the dummy opponent, probably Vice, to the right corner
- Position yourself one backdash away from her, in order to do so just press back twice quickly
- Initiate the combo: D, DF, F, DF, D, DB, B + LK/SK simultaneously. If you set "LP+LK+HP+HK" on one button you can use this. LK/SK will register.
- As soon as Ralf pushes the AI opponent down in the corner press D, DF, F x2 and then hold "LP/SP" to buffer the follow up attack. Again you can use the same button on which you mapped "LP+LK+HP+HK". It will register.
- The whole thing should look like this: The opponent is tossed into the air and Ralf jumps back. Wait for 3-4 seconds and release the attack button. Ralf will jump forward and hit the falling opponent with a fiery flame punch and send the opponent back into the air again. Then the achievement pops.
- It might need a few tries to get the timing right when to release the attack button but you will get it eventually
