How to unlock the Raging Throw achievement in THE KING OF FIGHTERS 2002 UNLIMITED MATCH - Definitive Guide
First, as with other achievements in this game, you'll want to go to Practice mode and prepare a macro for your fighter. So choose Clark, enter Commands, and Edit his macro to the following :

Now go use it in Team Play or Single Play. You'll need to wait until you have 3 bars of health left before using your macro. For it to work, I think you should also stand to the left of the screen, facing your enemy to the right.

I have said it in the comments of other achievement solutions in this game and I repeat myself here: The solution is perfectly fine but why a macro? It's a simple string of combo moves which can be learned quickly in practice mode.
I have just done it first try after a few minutes in practice mode and I am by far no fighting game expert. For those people who want to try it without the macro just a few tips:
- Don't follow Clark's movements on the screen too much. Just input the string of commands fairly quickly and steady at the same time, then the necessary moves will come out. The commands are kind of buffered which means the frames you need to "hit" are not so strict
- After you initiate the MAX2, input the first motion fast (F, D, DF + LK or HK). I recommend HK version
- For all the intermediate moves of the combo I used the strong versions of Clark's punches and kicks
- I set LP+LK+SP+LK to one button on my Mad Catz fightpad. You can also use this button for all attacks where you have to combine two attacks: LP/SP or LK/HK.
- Thus, you can use B,DB,D,DF,F x2 + "LP+LK+SP+LK" button to initate Clark's Roaring Sphere and you can also use it for the final two commands, where you have to press down twice and then do a LK or HK first and then press down twice again with all four attack buttons simultaneously. This makes the end of the combo easier as you don't have to switch buttons necessarily.
- It is also possible to press down twice and then just the normal SK button for the second to last move and then down twice again plus the button with all attacks for the last move. Both ways work fine. When I got the hang of it, I constantly repeated the combo and ended it with both button variants I described.
- As was already mentioned by others in the comments: Do it in normal challenge 19! Your MAX power bar is always full and you are in red health which is needed for the MAX2 move. You also have 99 seconds. I could pull off the whole thing 3 times in 99 seconds with some failed attempts so you should be able to get it easily

You'll also need to stand close to your opponent. You can do this in single play with a second controller. There is also a challenge, 14 I think? that sets you up from the start with max gauge and red health with a standing still oppenent.
