The achievement's description is misguiding, it should be:

Successfully executed 10 COUNTER throws.

I don't know if it works online or not but what I did is go to Versus >Single VS >Normal then pick any character you want but before that make sure the CPU difficulty level to lv.5 (max) as it becomes dumb if you make lv.1, and pick against you a character that doesn't have a command grab like Joe, Terry, K'... etc.

From here it will depend on your luck whether he will grab or not, just be near CPU and try to grab the CPU as he will cancel it and sometimes he will try grab you and and maybe you will cancel it, since the achievement only needs 10 cancel throws maybe in 5-10 minutes you will finish, just be near CPU even if it beat the crap out of you, for me I choose Joe against me.

If you don't know how to grab/throw : near the opponent or + (Heavy Punch) or (Heavy Kick)

Edit: It works online, a friend of mine got it while we were playing online together.
